No. The app works fully in any browser, on any device — phone or desktop. Installing is optional: it gives you a home-screen icon and a faster launch.

Do I need to install it to receive notifications?

Treaty doesn't send browser or mobile push notifications yet, on any device. Obligation and payment reminders reach you by email regardless of whether you've installed the app.
